Regularisation rush In MCD
Delhi. Expecting thousands of applicants to come forward to get their properties regularised under the September 22 notification by paying the fixed charges, the Municipal Corporation of Delhi is planning to put in place a self-assessment scheme. Under this, the architect who prepares the plan for regularisation at a residential property will have to certify that the modifications are in compliance with the September 22 notification. 

The MCD would issue the regularisation plan and leave the property open to a random check. If at a later stage an inspection reveals that the construction is not as per the certification of the architect, demolition will be ordered. The case will be referred to the Council of Architects so that action can be taken against the architect who has certified the plan. 

The MCD's building department has decided to put up a note to the additional commissioner (engineering) to seek implementation of the self-assessment scheme to ensure transparency and quick disposal of cases of regularisation. 

Municipal Corporation of Delhi officials feel it will be a long-drawn and tedious task for MCD to check out the ground status of every residential property seeking regularisation of excess coverage as per the increased FAR and 15-metre height restriction in the September 22 notification. So, if the MCD Commissioner approves of the scheme, the MCD will bring out a public notice. 

This is how the scheme will work. The architect will submit the plan demarcating the legal and illegal portions and explaining how it met the criteria mentioned in the notification. 

The regularisation charges will be paid along with the plan. The Municipal Corporation of Delhi will then issue the regularisation plan with the rider of a random inspection. 

Additional Commissioner (Engineering) Parimal Rai said he was yet to receive any intimation on the matter from the building department but it was a good a idea. "I will look into the proposal," he added.
