The Municipal Corporation of Delhi is among the largest municipal bodies in the world providing civic services to more than estimated population of 13.78 million citizens in the capital city. It is next only to Tokyo in terms of area. Within its jurisdiction are some of the most densely populated areas in the world. MCD came into existance on the 7th of April, 1958 under and Act of Parliament. Since then, the Municipal Body has always been alive in its constitution and functioning to the growing needs of citizens. The Amendment of 1993 in the Act brought about fundemental changes in composition, functions, governance and administration of the Corporation. The entire MCD area is divided into 12 Zones (City Zone, Central Zone, Civil Line Zone, Karol Bagh Zone, Narala Zone, Najafgarh Zone, Rohini Zone, Sadar Paharganj Zone, Shadhara(North) Zone, Shadhara (South) Zone, South Zone,West Zone).

NEW DELHI: In a major setback to traders in the city, the Supreme Court-appointed Monitoring Committee on Friday said the deadline for registration of shops falling on 2,183 newly-notified roads, those dealing in 25 small trades and businesses, and professionals would not be extended beyond December 31. 

"We visited some of the Municipal Corporation of Delhi's Citizen Service Bureaus (CSBs) in the city where online registration process is going on and found the entire work going on smoothly. We have also not got any feedback regarding any technical snag in the civic body's website or in the filling the forms. When everything is going smoothly, there is no question of extending the deadline," said a Monitoring Committee member. 

The Monitoring Committee members asked the MCD officials deputed at CSBs and other information counters to keep a format ready for the benefit of traders so that they come prepared for registration and complete the process without any hassle. 

"It seems that both the traders and municipal authorities are painting a wrong picture by stating that there were some technical problems in completing the registration process online. They have been sending wrong representations," said the member. 

Stating that extension of the deadline would send a wrong signal, the member said two more days were left for completion of the registration process by which time traders could easily complete the process. "Whenever a date is fixed to complete some process, traders do not follow the schedule and at the last moment seek relaxation. They do not comply with court orders and at the last moment seek extension of deadline. We have done it earlier but now we want traders to comply with the Supreme Court orders," he added. 

The member said around 3,000 traders could register online at a time. So, in the next two days, the online registration, which is open round-the-clock, the remaining traders could easily complete the registration process of their shops. Once a person is register, he just needs to go to any Easy Bill counter and pay his dues. By Thursday more than 50,000 traders had completed the registration process and the total number of registrations by Friday evening could well be above 80,000. More than 3-lakh traders were supposed to get their shops registered by December 31.

As the last date for online registration of shops with the MCD nears, traders of Delhi find the process rather tough and time-consuming due to poor web server and several technical reasons. They have demanded that the notified date of December 31 be extended.

The public notice issued by the MCD that appeared in various publications has added to the confusion prevailing among the community.

There are reports of the Standing Committee meeting which was convened to discuss the issue of sealing. 

As per the reports, the statement issued by the Municipal Commissioner justifiably purports to draw distinction between the commercial activity which is going on in the Notified Commercial Areas as per the Master plan and those which are established in the so called areas carrying ‘Mixed Land Use’. 

The traders’ body, Confederation of All India Traders (CAIT), said that in view of the current situation, the traders found it extremely difficult to understand the real picture. “Therefore, the process of registration cannot be expeditiously done by the notified date of December 31 and therefore, the extension of time is all the more necessary,” it said.

The CAIT has urged the Union Urban Development Minister, Mr Jaipal Redy and the State Minister, Mr Ajay Maken, to direct the MCD to seek extension of the date from the monitoring committee in the larger interest of the trading community of Delhi.

Meanwhile, responding to their demands, the MCD today announced to have made arrangements to help traders file their online registration at Citizen Service Bureau in all 12 zonal offices. 

They would be helped by the staff of the civic body in filing the format on computer. 

They would be subsequently required to deposit the printed format along with draft and necessary documents at Easy Bill Centres.

The Municipal Corporation of Delhi (MCD) is planning to put the ad-hoc registration process for small shop owners online after the Supreme Court earlier made it mandatory for owners of such shop to register themselves by December 31. Shopkeepers in the small shop category, including grocery shop owners, barbers, tailors etc and those functioning from shops less than 20 square meters, will have to download the registration form from MCD's website and pay the registration fee at any of the EasyBill counters in the city. As per the court directive, shopkeepers in this category have to register themselves and their shops will be regularised once the regularisation fee is fixed by the civic authorities. "Instead of queuing up outside the zonal offices for the forms and later for paying their registration fee, shopkeepers can download the forms at home and pay the fee of Rs 1,000 at any of the Easybill counters at their convenience," said a senior MCD official. While paying at the EasyBill counter, the shopkeeper will have to pay an additional service charge of Rs 20. Once the registration fee is received, shopkeepers can download the ad-hoc registration certificate from the MCD website again through the unique ID number given with the registration form. "Basically, the trader will not have to visit the MCD office at all and get the job at his or her convenience," said the MCD official. MCD officials are hoping to have a new database that would be created automatically with the registrations. "We will not have to carry out any survey and will have a digital record of every shopkeeper registered with us, saving on manual surveys and record keeping," said the official. While private software company C-DAC has developed the software for the corporation, the civic body will get the entire system in place by next week. MCD officials say the civic body will take out a public notice next week and begin the online registration process immediately.
